"ssh on ibm i" is just a different terminal interface into the same environment you get going into PASE from the green screen.
From within the bash shell,

attr foo will show you the attributes for the file foo in the current directory
*
attr foo CCSID=1208 will change the CCSID attribute of foo accordingly
