I have a feeling something like the following has been said here, but I thought I'd look into unprintable area for PDFs - here is a statement from Adobe to a community topic of *pdf margin different than printer margin* -

The factors involved include page size, unprintable page margins (*Adobe PDF has no unprintable areas*, real printers do - typically up to 0.25" on each edge of the page), and device resolution (Adobe PDF defaults to 1200dpi although you can change this in the Printer Setup).Aug 21, 2017

So that's the official word. Maybe in these days where we don't use dot-band printers anymore, we should always keep content out of the margins - we've been saying something like that, I think.
