 *ALLOBJ overrides everything and you can access any object regardless 
of authority..  The only limitation is the changing of uprofiles because 
you need *SECADM

I tested it on a V7R4 system.  I was able to access a file that had an 
explicit *EXCLUDE for the user.  I tested it on an authority List also.  
I could still access the file.
