QSYSMSG. must be owned by QSECOFR

In my opinion, it’s a must on every system.

Create it with any all object user that can change the ownership to QSECOFR. (Or of course just use QSECOFR to create it).

From my experience, the machine makes "noise" when a disk is even about to fail:
- amber LED (also visualized in the HMC)
- serviceable events in the HMC
- messages in QSYSOPR queue
- messages in the SST service log

I have at least a weekly look at the QSYSOPR queue for being alerted early.

There is also the option to create another admin-type message queue where only serious messages will be put into. Can't recall the name, though.
