My guess is that Rob is referring to the lack of serial comma (also
called Oxford comma or Harvard comma). I haven't paid too close
attention to IBM's announcements, but maybe they always used to
include it, and just recently decided to drop it.
For example, maybe instead of

they used to say
Review newly announced products, features, withdrawal dates, and more
