Directory does exist, allowed to create.
the output file does create, it's just not readable.
(silly question???) shouldn't the file I receive, if viewed with
notepad, start with "-----BEGIN PGP MESSAGE-----"?
the complete contents of encrypted file are gibberish.

Unlikely. I assert that the message would be more than just a statement
"there is 3DES data" it it were.

I'm at a loss here, but you might look into using the gpg debug flags to
collect more clues what goes wrong and where.
