If it's by design, it's frankly a very stupid design. There is a
storage column that is appropriate for reporting the actual bytes used
on the storage device. The length should match what DSPFFD says is the
length.
I don't think there is currently any way to get the DSPFFD length from
the provided view without using your own logic (for example, a CASE
expression that hardcodes the length when the type is date, time, or
timestamp).
