Can't help with 7.5, but Bare Metal Restore has always been a function of the OS. As long as firmware is able to access a device, you can restore from it.

Yes, with V4R5, just a few weeks ago. Very straightforward, not unlike a base install:
- IPL from tape
- restore LIC and init system
- use DST to add disks and balance data
- IPL from disk
- "install the operating system" - base OS libraries are restored
- Make sure you're still in restricted mode, go restore, choose 21.
The only slight nuisance happening is that some default *outq and other objects are recreated in course, despite me having deleted those.
If you're used to such comfort, you don't want it any different, on any OS. :-)
