Do you have access to the host so that you can check if secure ftp service is started and on which port it listens? Can you check, with DCM, if an SSL certificate is assigned to the ftp service?

FTP 'servername' SECCNN(*SSL)
As far as I know standard 21 port does not provide encryption support.
Result:
Connecting to host mywebsite.com at address 99.999.999.999 using port 21.
