If you want to stop emails going out from your dev box get your network
person to put a rule in the firewall to block email.

Generally this would be a rule that says any traffic from the IP address
of the dev box on port 25 is to be dropped.

QSNADS is definitely started on both machines
The user is enrolled in the system directory on both machines

As a follow-up, what is considered configuring the Distribution Services
correctly?
