I don't believe you can do a SAVSYS to a tape image catalogue. Potentially that has been corrected.

You don't need to omit the directory with the image catalogue entries as IBM i will automatically mark all images in a loaded image catalogue so that they will NOT be saved.

Found this one out long long ago when saving an image catalog created on 'system A' to tape so we could restore it to 'system B'. Oddly both the sav and the rst took mere seconds. That should have been a clue. :-)
