How does one cast a time field into a 2 byte character field? -- MIDRANGE-L

I am trying to cast a time field into a 2 byte character field.

HOUR(Current TIMESTAMP) || ':' || CAST(Minute(Current Timestamp) as Char(2).

The result drops the leading zero example if the time is 5 minutes past 7,
the result shows as 7:2 instead of 7:02.

I am using this in a script.

DIGITS does not work here.

How can I do this?
