There is another option. Set up a repository on the HMC, with the I_BASE
dvd in that and create the partition using that dialog. Since the host is
V7R2 I'm guessing that it might be an older HMC, which is a bit more of a
task to perform but still possible.

Assuming the networking to be ok, verify when the image catalog was created
that the "Sort Image Catalog" was set to *YES as well as the "Network File
Server Share" is set to *YES.
Verify the export on the NFS files are correct and the permissions are
correct (in the document)
Verify the TFTP server is started. (try it from different place....)

There are also possible PTFs not installed on the 7.2 host or not
available on your I_BASE image. Make sure to use the very last available
RESAVE for 7.4.

In the past, a long time ago, I also faced a similar issue with physical
tapes, when I wanted to IPL D from a tape which did not provide the same
microcode version as the one which was installed on the disks. But it
was with old versions such as V4 or first V5. And I do not remember
exactly what was the failing IPL SRC code. The fact was that I could
repeat the issue and solve it with another tape with the same version as
the disks.

There is a chapter wich describes the steps for "Installing a new
system from the network"

It is a quite old redpaper so HMC screenshots are not really
up-to-date but you can review it and try. It talks about the HMC
command line to activate the LPAR but with modern versions you can use
the graphic interface.

I"m using an HMC for the config.
