Restart HTTP *ADMIN server questions -- MIDRANGE-L

I am thinking I need to restart the HTTP *ADMIN server. The reason is that
the system monitors don't seem to be working. I don't see the QINAVMNSRV
job running. I am thinking a restart will fix this.
The Question is will the end user notice this? Should I do it off hours?
