Is it safe to assume that the versions of Windows your installation is
using are currently supported versions of Windows?  No old Windows ME, NT,
etc?  Then your IBM i should have the following system value, QPWDLVL, set
to 3 or higher.  2 is a frustrating option that many people try thinking
it's safer to phase in only to regret the time wasted in trying it and the
extra IPL they then have to take to get to level 3.  Not having this at
level 3 is a common cause of your situation.  If the passwords are mixed
case you will have issues at lower levels.
