to fix it:
CHGOWN OBJ('/QIBM/UserData/OS400/Navigator/PREFERENCES/<obfuscated name>')
NEWOWN(username) SUBTREE(*ALL)
CHGAUT OBJ('/QIBM/UserData/OS400/Navigator/PREFERENCES/<obfuscated name>')
USER(*PUBLIC) DTAAUT(*EXCLUDE) OBJAUT(*NONE) SUBTREE(*ALL)

If you get this message when trying to use Navigator then you have
authority issues with the files in the
directory /QIBM/UserData/OS400/Navigator/PREFERENCES.
If you open a case like TS012463645 they may help you fix that individual.
They will not try to figure out how it went bad during your system
migration.
They will not inform you that it's likely that other users will have this
same issue in subdirectories under that PREFERENCES directory.

Basically the obfuscated directory should NOT show *PUBLIC *WX. It
should show *PUBLIC *EXCLUDE. The obfuscated directory should also
show the individual's name with *RWX and all boxes checked. There is no
need for QLWISVR to be in that list.
I fixed it by deleting the users obfuscated directory and it's
subdirectories and letting it recreate hoping he didn't miss his existing
preferences. This definitely shows you how IBM wants it though.
The individual files under the obfuscated directory should have
*PUBLIC *EXCLUDE
<redacted> *RWX
QWEBADMIN *RWX
where redacted is the user's name

You probably won't notice it when you do your testing because you probably
have *ALLOBJ and it's up to the users to suffer and report the errors.
