The Getting Started document tells you all you need to know about excluding or including actions - the acsconfig.properties file can be edited.

Now I don't know how much you want to let users see what they can do - any way you can edit that file without the user seeing what you do?

Or see if there is an export/import kind of thing - I forget - so you have a setup with RSS that you export that otherwise is the same as the user's setup, then import it into the user's config.
