This seems to get what you are asking for, if I understand it right.
Instead of a specific file, use it for a specific OUTQ. The command
example there is this -

CHGOBJAUD OBJECT(library-name/file-name)
????????? OBJTYPE(*FILE)? OBJAUD(*CHANGE or *ALL)
