Do the users have access outside of Navigator to the same stuff? Like
configuring work management?

There are quite a few functions in Navigator I would prefer users stay out
of. Ie: TCP stuff, areas where work management are configured, etc.
I think that’s why the function usage is granular. The designers
recognized that might be the case long ago.

Can’t that same CL just have more statements that set it up the way you
prefer?

I am thinking of adding the following command to the program which runs
on
all lpars upon IPL:

CHGFCNUSG FCNID(QIBM_NAV_ALL_FUNCTION) DEFAULT(*ALLOWED)

Without this they cannot access any option of Navigator.

As a general rule I don't like playing whack-a-mole and blocking
individual
tools. Instead I try to set up security on the objects in question.
Like,
if the user shouldn't be in a particular output queue then secure the
output queue. Don't customize commands to omit that output queue, etc.

What say ye?

If you're part of the "If it isn't green, it isn't a screen" crowd you
can
find it in WRKFCNUSG. The GUI to access it is in Navigator.
