I can see this issue after the IPL.

Message . . . . :   Program specified will not be run.
Cause . . . . . :   An error was detected while trying to run the program
  specified in the system value QSTRUPPGM.
Recovery  . . . :   Look in the job log of the autostart job to find the error
  and then correct the error.  To run the autostart job again, either IPL the
  system or end the controlling subsystem to the restricted condition (ENDSBS
  command) and then start the controlling subsystem (STRSBS command) again.

Someone (RZKHMATT) started QINTER subsystem but not all the required subsystems and services.
