That didn't work... but IBM provided a fix

STRSPLRCL usually fix the issue, try
STRSPLRCL OUTQ(QUSRSYS/IFSPDF)
see bellow document for full steps (if needed).

Try to reclaim spool storage. It might clean those up.

Do the jobs those spools belong to still exist on the system due to other spool files?

I'm trying to clean up an old device/writer/outq that would create

Well, it had a spooled file "stuck" in PND status for over 2 weeks. I was able to delete that along with the DEVD and Writer associated with the OUTQ name IFSPDF. But it still thinks there are 3 files in this outq.

When I do WRKOUTQ I see this:
Queue Library Files Writer Status
IFSPDF QUSRSYS 3 HLD

However, I cannot "see" any files in the outque.
If I try to clear the outq (CLROUTQ or option 14), I get this:
0 entries deleted. 3 entries not deleted.

Message . . . . : 0 entries deleted. 3 entries not deleted.
Cause . . . . . : 3 entries from the output queue IFSPDF in library QUSRSYS
may not have been cleared for one of the following reasons:
-- The output queue entry represents an open file.
-- The output queue entry represents a file to which a writer is active.
-- Job related resources cannot be allocated.
-- The queue was allocated by another job during the clear and this
process was not able to allocate the queue again to finish the
clearing operation.
Recovery . . . : Do one of the following and try the request again:
-- If the file is open, the file must be closed. Either wait for
the file to be closed by the job or end the job (ENDJOB command) that
is creating the file.
-- If the writer is active, the writer could be ended.
-- If the resources cannot be allocated or the output queue was
allocated by another job, either wait for the resources to become
available or determine the process that has the resources allocated
and end that process to release the resources.

Any Ideas??
