I think there are commercial databases with ZIP-to-ZIP mileages. But
distances between ZIP codes can be accomplished by getting a ZIP and/or
city database with latitude and longitude and then computing miles from
lat/lon. I have a routine with a bit of spherical geometry that computes
"great circle" miles from those coordinates and it's very fast. With a
large sample size, the GC distances and the Google-ized "road mile"
distances will end up being very close (but Google does screw up every now
and then).

An issue with road miles from Google, Trimble, Rand-McNally and others is
this: the actual (what the driver drove) routings may vary depending upon
traffic, highway availability, tolls, speed limits, and the nature of the
shipment(s) (stop-offs, etc.). Because of the gazillions of from-to
combinations, a database solution may not be good if you're looking at
1,000,000 shipments because each route has to be computed, usually with a
fair amount of database IO. The tradeoff is more accurate miles and a
performance impact or less accurate miles and very little performance
impact. And vendors change their routing algorithms, thereby causing
calculated miles to change spontaneously.
