Why not do it all in CGI and omit the emulator?

Depending on the emulator being used, they often highlight http(s)-URLs to
be tapped upon. If you can expose the PDF "pool" via http, that would be
one way to do it.

A second way would be to code an intermediate CGI which does additional
checks if the user in question is actually allowed to get the PDF before
embedding the data stream into the CGI output.
