The trigger throws an exception error.
The existing programs need to track errors upon write/update.
The problem is that many existing programs either do not check for errors or assume an error was one and only one thing. For example, if you got an error on a write then it was assumed that the primary key already existed and you should do a chain then an update.
You'll have to check existing programs.
Before activating the trigger you could journal the table and find where all writes/updates are coming from and ensure they can handle such an error.
