IBM had me try just reconfiguring the service agent first. But after that I
got a service configuration not found error. They then directed me to a
document with the same steps you outlined to delete and rebuild the service
configuration. QSJSENDER jobs are running successfully now on the LPAR we
were getting the CPIEF12 errors.

The list's advice would have resoled the issue without getting IBM involved,
but the powers that be preferred I check with IBM first.
