I'm guessing the first error is because the procedure doesn't exist yet.
Why the second error when it works so well elsewhere? Here's a strange idea. Maybe that lpar uses a different decimal character. Some countries on the other side of the pond use a comma for a decimal point. This is why many people will add a space and use
NUMERIC(X, Y)
Instead of
NUMERIC(X,Y)
Why it craps out on position 21 where the ( is could just be confusion. But the message did say it was looking for a right parenthesis or a comma. Maybe on this lpar that comma was ignored as a decimal point instead?
Add the space and see if it helps.
