I don't know an API off the top of my head. But there is always the command line way:

STRTCPSVR SERVER(*HTTP) RESTART(*HTTP) HTTPSVR(INSTANCE)

Double check me as I am not on a system at the moment.

OK...the solution I have been working on, an automated method to update a certificate in DCM, is just about complete (a Java servlet).  The last step is to bounce an "HTTP Server for IBM i" instance.  JUST an instance, not the whole HTTP server.  I have poked around but haven't turned up anything.  Something callable from Java would be the best solution but I am open to any possible approach.
