Taking advantage of the fact that character values and zoned numeric are
the same...

values interpret(binary('123456') as numeric(6,4));

I have it working, but wasn't sure if there was a "better" way.

Example:
My string looks like this: 234950
I want it to be decimal: 23.4950

My SQL statement works... but it looks like this:

TO_NUMBER(SUBSTR(myfield,1,2) || '.' || SUBSTR(myfield,3,4), '00.0000')

To get this to work, I had to concatenate the decimal into the string.
Anyone have a better method?
