Did you run the STRTCPSVR *SSHD as per
https://www.seidengroup.com/php-documentation/how-to-configure-and-use-ssh-on-ibm-i/
I just did it on a 7.5 lpar and used putty to connect. I don't recall EVER doing this before. Putty failed until I ran that command above. Then I got right in.
And this is the program that it talks about:
Subsystem/Job User Type CPU % Function Status
QP0ZSPWP QSECOFR BCI .0 PGM-sshd SELW
Started at the same time that I ran the STRTCPSVR *SSHD.
I could not imagine anything more simple.

Really I always have 5733SC1 loaded on all lpars. And all it took was that command.
