I used PUTTY to connect.
I connected using the IP address.
I successfully enter the password.
PUTTY is waiting for something.

Do I need to do anything else?

I found that when I created the user ID, the system did not create the
folder for the user ID in /home.
I manually created it, updated the usrprf to use the folder.
Repeated the instructions in the IBM document and hey, it worked.
I was able to get vscode to connect.
