I don't recall if I've seen that in writing but it would make sense. In the past IBM has released TRs only for the currently supported, and being enhanced, operating system releases. If you want to think of it this way i 7.5 is at 'TR0' as i 7.4 gets get TR6. i 7.3 would shift into break-fix only mode for the most part though I wouldn't be surprised for updates to things like Navigator for i to still be made available for i 7.3 at least for some time.
