Does the user have Limited Capability or some such thing?

Allow limited user . . . . . . . . . . : *NO

Is the command SBMJOB secured?

There's a bunch of stuff in the help for SBMJOB in case you're not showing us all the parameters, like maybe the user is submitting a job to run under some other user. Or their default job description has weird stuff.
