Thanks Alex! I pulled all the cards (raid, cache, and an ethernet--
card) and it didn't help. I swapped the memory riser from another
machine and Bingo! It powered on for a while before shutting down
(assuming since no drives or anything was connected to actually IPL
from ). So getting closer. I'd never been so happy to hear the "jet
engines" engage 😊 Thanks again for the hint!

It could be a hardware issue, either an adapter failure or something
missing causing the IPL to complete.
For example: without the VPD card system will not boot
Likewise, I would also uninstall the adapters that are not necessary.
Check from the ASMI
[+] System Information -> Vital Product Data and press the "Display
all details" button in case any element does not indicate the type or
serial number Also in the logs there should be more information about
a hardware failure [+] System Service Aids -> Error/Event Logs

I Just got a 720 (8202-E4B) off ebay and cannot get the thing to IPL.
I was able to reset the password and get into ASMI and was able to
reset it to factory (not sure if it fully reset or not seems like
the firmware reset portion isn't working. It says "powering on system"

control panel flips through some codes and ends at C10F20FF then the
service processor resets. I Looked up the SRC code, but not really
seeing anything in the IBM documentation on how to fix it. In ASMI
two errors are listed. The first is B181C350 then one second later
B18187DA. Both loops back to loading firmware (procedure FSPSP04). I
followed the steps to load the latest from a USB flash drive for a
standalone system (rpm file on usb drive plugged into the right USB
