What was their excuse for not applying PTF's shortly after the last time in 2017?

I'm a big fan of a little disruption on a periodic basis tends to make people more tolerant. For example, instead of keeping them on one old version of something for ever then fear how they'll handle the upgrade when you finally do, then upgrade the stuff on a more frequent basis.
Sample one: Instead of keeping them on Windows XP for decades then upgrade them to Windows 11, have them upgrade each time a new version comes out.
Sample two: Instead of keeping them on Notes 8.5 for ever and then upgrading them to Notes 12.0.1, do it each time a new version comes out.
They build up a tolerance for change and they remember what they have to do every time there's an upgrade instead of just wailing and gnashing their teeth.

There's also a problem with being the last guy in the universe to upgrade. When you ask for help everyone else who has done that upgrade did it so long ago they've forgotten the gotcha's.
