You may try to use the SYSFILES view located in the QSYS2 Library for
determining if reuse deleted records is used:
Select A.Reuse_Deleted_Records, a.*
from Qsys2.Sysfiles a
Where System_Table_Schema = 'YOURSCHEMA'
And System_Table_Name = 'YOURFILE'
and Native_Type = 'PHYSICAL'
