This is dealing with the AS/400 consuming web service calls
I have just found out that there may be something called Microsoft Hybrid Connection Management that in THEORY is the answer
I am now trying to create a conference call with the necessary people to discuss this with everyone concerned, but the earliest time is this Friday @ noon
I will let you know the outcome

What specifically do you want to do to your Azure server ?
Web service call, database call, file transfer ???
Jack is correct that you may want to consider a VPN connect to Azure of perhaps something like SFTP.
Need to better understand the use case.

Good luck. You probably want a VPN into Azure space. FWIW (I'm sure you've got it under control) Absolute Performance does this kind of consulting, with plenty of hard-won experience jamming together IBM i on premises with Azure cloud services.
