ok, so my logger commands are different:
my "default" path (I don't know what it is), which DOESN"T WORK
logger -p auth.warning "test message from STRQSH"

logger: 001-3014 usage: logger [-is] [-f file] [-t tag] [message ...]

when I use this logger, it works:
/QOpenSys/usr/bin/logger -p auth.warning "test test"

$

/QOpenSys/usr/bin/logger -z

/QOpenSys/usr/bin/logger: Not a recognized flag: z

Usage: logger [-f File] [-i] [-r [Count]] [-p Priority] [-t Tag]
[Message]
$

that did work.

my .conf file is:
*.debug /tmp/syslog.out rotate time 1d archive /tmp/syslogfiles

so is this saying that If I pass _NO_ level, that is lower than "debug"?

The default facility and level of the logger command is "user" and
"notice".

user:notice

Try specifying the facility and level with the logger command (note the
decimal point separator)
QSH CMD('/QOpenSys/usr/bin/logger -p auth.warning test')
