Syslog uses/filter on level and facility so that level is the syslog
command on?

I have set up and started syslogd to log to a ifs file, and I get
messages
on syslogd start up, and if I startup SSH. However, if I go into QSH
and
try logger "test", nothing happens.
I get no clues as to why it won't log.
