Everyone has write access to other message queues. Without this capability how could one send a message to another? This is also why an easy hack to get a list of user profiles is by looking for their message queues instead.
However you will probably need to add update and delete capability to QSYSOPR for this operator:

Read Add Update Delete Execute

But you did kind of cover the end goal in mind by saying: "(so he's able to delete messages)".
