I'd say, a job ID of 65535 makes no sense and should be corrected.

I see it used more and more... what is the purpose of this, and why doesit
seem to almost be a default on some systems (mostly non US from what Isee).
Usually, the job CCSID is indirectly derived from the QCCSID system value.
As others pointed out, 65535 has been the default value, at least in
earlier releases. If you see this more often, I'd say because nobody did
set it to the correct value at installation time.
