Right you are Jack. Your previous reply only said "that doesn't work either", and the system I tried it on is only at v7r3 TR7, which doesn't have url_encode, so I couldn't try it myself.  I recalled running into the authorization problem several years back and thought that might be it.

When I try with the ?API=Verify&XML url_encoded I get an XML error.
When I try with them concat'ed in plaintext and url_encoding the rest of
the request, that's when I get the auth error
