If I understand correctly your problem, maybe it would be doable using a
CTE. Something like:

With t1 as(
Select part_number, min(lead_time) as min_lead_time
from line_item_file
group by part_number
)
Select a.*, b.*
from master_file as a
join line_item_file as b
on a.part_number = b.part_number
join t1 as c
on b.lead_time = c.min_lead_time
