So, restarted the system with a manual IPL to the A side. It does start
but I can't figure out how to apply the MF66517 PTF permanently. I can
choose to apply the PTF delayed when the B side starts but I still get
the same error and I don't believe that it did apply. The A vs B side
and PTF apply processes are a little foreign to the this developer
brain. Any help out there?
This thread from September is the exact issue. Jim Oberholtzer looks to
be the OP.

This guy is HMC controlled so I am not sure how to set the IPL to
manual and try to recover..
