I did a google search for
why don't files close which were opened by a rpg stored procedure

The default of the RUNSQLSTM command is *ENDACTGRP, change the default to *ENDMOD. I think your problem will go away.

Maybe there's something like that in your RPG's SET OPTION? That is, if you are using SQL in your RPG.
