It can't find (in a timely manner) the LIC to load from? Did the tape need
to be mounted or was the library busy with another task during the initial
software load?
Time out maybe?

I have the tape the BRMS report says to load up in a drive on the VTL
media library.

C2004130 - Waiting for retry. A valid load source device was not found.
C2003150 - Sending ISL command to bus unit

Double checked:
IPL Source: D
Key Lock Position: Manual
Tagged I/O devices for this partition profile are detailed below.
Load source: Client SCSI Slot 391
Alternate restart device: Client Fibre Channel Slot 209

VIOS12 lpar has
Adapter ID Adapter Type Remote Adapter ID Remote
Partition Name(ID)
209 SERVER 209
DOMTEST(9)

Why is it looking for a load source on a D IPL?
