We don't do it here, but at the previous shop, we set QINACTMSGQ to point to a message queue. There was a program monitoring the message queue and making decisions based to user and time of day. There are some tools out there for that, or you could just roll your own. I wasn't involved with the sysopr portion of the machine as much in that shop. I know we were using a purchased solution, but no idea what it was or who made it.
