If you read the apar I posted earlier at:
https://www.ibm.com/support/pages/apar/SE69810
you will see
PTFs Available
R720 SI68339 9297
R730 SI68163 9311
Those trailing four digits indicate which cume they are on for that release.
This fix for CHGSMTPA came out back in 2009 (9311). So either they are way behind on ptf's or that ptf had nothing to do with ADDTCPHTE and they need to open a case for that.
Neither SI68163 nor Superseded by: SI77316
Are listed at the 7.3 to 7.4 ptf cross reference so I'm hoping that means it was fixed in the base code
https://www.ibm.com/support/pages/node/6364923
Then again...
DSPOBJD OBJ(QTCP/QTMSCHSMTP) OBJTYPE(*PGM) DETAIL(*SERVICE)
Licensed program . . . . . . . . . . : 5770TC1 V7R4M0
PTF number . . . . . . . . . . . . . : SI71734
And you won't find SI71734 in that same xref above. So, what got fixed in 7.4 that wasn't pushed back down? Or is the doc FUBAR?
