Those trailing four digits indicate which cume they are on for that release.
This fix for CHGSMTPA came out back in 2009 (9311). So either they are way behind on ptf's or that ptf had nothing to do with ADDTCPHTE and they need to open a case for that.
Neither SI68163 nor Superseded by: SI77316
Are listed at the 7.3 to 7.4 ptf cross reference so I'm hoping that means it was fixed in the base code
