I was looking at this:

And, for some unknown reason, it mentions

The programs are created by users who have *ALLOBJ special authority
The user specifies USRPRF(*OWNER) parameter on the command that creates the program

Now, why this is in a section on *IOSYSCFG eludes me.
1 - Did they copy and paste it from *ALLOBJ and forget to edit it?
2 - Did they mean to add a sentence "This *ALLOBJ technique doesn't do jack squat for *IOSYSCFG"?
Who knows?
