Hit send to soon. CMD.exe whiich strpccmd uses, treats the ampersand as the start of a new command. The caret escapes it.

I send out shipment tracking emails to the customers with the embed link of
https://www.rlcarriers.com/freight/shipping/shipment-tracing/?pro=12345678&docType=PRO&source=web
and this works correctly when they click it.

Any ideas?
