Correct Rob. Although I think the issue is the same. Missing PTFs appear
to be the root cause of my failure.

They are telling me I have to SLIP the LIC (at least) and very likely the
OS. That puts me right back where I started applying PTF groups.

Upgraded firmware from FW940.30 (071) to FW950.11 (075)
Upgraded underlying VIOS from 2.2.6.65 to 3.1.2.21
Upgraded IBM i from TR3 to TR5 and every group and cume is current as of
9/18/2021 as verified with GROUP_PTF_CURRENCY
I also verified the firmware for both VIOS lpars by using the invscout

files to Microcode Discovery Service (ibm.com) and upgraded these:
